What this means for enrollment marketing. Tennessee charter enrollment grew by 116 students in four years. Schools open and close, but the sector is not getting bigger. A Tennessee charter that wants more students has to win families from district schools, other charters, and now private schools paid for with state scholarships.
Where are Tennessee charter schools?
In five districts, and mostly in Memphis and Nashville. In 2024-25, all 114 charter schools were located within Hamilton County, Knox County, Memphis-Shelby County, Metro Nashville, and Rutherford County (TDOE).

What this means for enrollment marketing. In Memphis, nearly 1 in 5 district students attends a charter, so families compare charters with each other, not only with the district. A Memphis or Nashville charter needs a clear reason to choose it over the one down the street. In Chattanooga, Knoxville, and Murfreesboro, charters are rare, and the first job is making sure families know the school exists.
How much funding does a Tennessee charter school receive per student?
At least $8,016 per student in 2026-27, before weights. That is the TISA base amount of $7,530 plus $485.62 in direct funding for each charter student, from the Tennessee Department of Education's 2026-27 TISA Guide. It counts state and local money together.
How the money works:
- TISA funds every student. Tennessee's funding formula, the Tennessee Investment in Student Achievement (TISA), gives every public school student the same base amount: $7,530 in 2026-27.
- Weights add to the base. An economically disadvantaged student adds 25% of the base ($1,882.50). Students with disabilities, English learners, and students with characteristics of dyslexia generate more. Half of Tennessee charter students are economically disadvantaged (TDOE, 2024-25).
- Charter students get a direct line. Each charter student generates $485.62 in 2026-27, funded by the state for charter facilities (TDOE, 2026-27 TISA Guide).
- The state pays 70% of base and weights statewide; each district's local share depends on its fiscal capacity. Since 2025-26, the state sends its share directly to charter schools, and the district sends the local share (TDOE, 2026-27 TISA Guide).
- Charters also share extra local money. If a district funds above its required local share, charters in that district receive their proportional share (TDOE, 2026-27 TISA Guide).
What is a submitted application worth to a Tennessee charter school?
Taylor Wiz measures what we control: the cost of a submitted application. You know your own yield, meaning the share of submitted applications that become enrolled, attending students. Divide our number by your yield and you have your marketing cost per enrolled student.

Over more than one year. A student who stays four years brings about $32,064 at the 2026-27 floor ($8,016 times 4), before weights. Use your own re-enrollment data for the number of years.
What this table does not include. Weights, extra local funding, staff time, open houses, and printed materials. The funding figure is a floor, so the real share is lower.
Method. Total Meta ad spend divided by applications marked submitted in our CRM, counted only in months with at least $300 in ad spend. All 20 accounts are charter schools in more than one state. The full method is on Cost Per Enrolled Student.
When do Tennessee charter school applications and lotteries happen?
Tennessee law does not set one statewide application date. Each charter sets its own application period. If applications exceed the capacity of a program, class, grade, or building, the school holds a lottery (Tenn. Code Ann. § 49-13-113).

What this means for your calendar.
- Large Nashville networks are taking 2027-28 applications now. A school that starts advertising in January is starting months behind them.
- Lotteries land in February. The weeks before your lottery deadline carry the most weight.
- Seats open after the lottery. KIPP Nashville notes that schools continue to accept students off the waitlist through the summer and into the first weeks of school. Inquiry follow-up does not stop in February.
- Education Freedom Scholarship applications open in January for the following school year, the same weeks charter lotteries close.
Who authorizes Tennessee charter schools, and what can charters say in their advertising?
The authorizers. In 2024-25, seven entities authorized Tennessee charter schools: five local school boards (Hamilton County, Knox County, Memphis-Shelby County, Metro Nashville, and Rutherford County), the Tennessee Public Charter School Commission, and the Achievement School District. Local boards authorized 82% of charter schools (TDOE).
What your ads must match:
- Returning students come first. Students who attended last year are enrolled before any lottery (Tenn. Code Ann. § 49-13-113).
- A lottery when you're full. If applications exceed capacity, the school selects by lottery (§ 49-13-113). Ads should say "apply," not "reserve your spot."
- The preference order is set by law: students in the sponsor's pre-K program; economically disadvantaged students, if the school uses that preference; students from a charter with an approved articulation agreement; siblings of enrolled students; then in-district students who attended another public school the year before (§ 49-13-113). Mention a preference only if your school uses it.
- Employee and board children may receive a preference capped at 10% of enrollment or 25 students, whichever is less (§ 49-13-113).
- Out-of-district students are capped at 25% of enrollment (§ 49-13-113). Most of your ad budget belongs inside your own district.
- Tuition-free. Tennessee public charter schools may not charge tuition, registration fees, or enrollment fees (Tennessee School Boards Association, The Law on Charter Schools). That is a message private schools can't match.
Tennessee law does not address advertising directly. Whether a specific campaign is an appropriate use of public funds is a question for your governing board, counsel, and auditor.
How do Education Freedom Scholarships affect Tennessee charter schools?
Tennessee's Education Freedom Scholarship (EFS) pays toward private school tuition for K-12 students, and it is growing fast.
- Award. $7,530 per student for 2026-27, equal to the TISA base amount (TDOE).
- Size. 35,000 scholarships for 2026-27, up from 20,000 in 2025-26, after the General Assembly expanded the program in April 2026 (as reported by the Catholic Diocese of Nashville).
- Demand. 56,442 applications for 2026-27, including 18,644 renewals (TDOE figures, as reported by The Center Square).
- Who gets them. Half of the scholarships are reserved for lower-income families; the rest are open to any eligible Tennessee student (TDOE program rules, as reported).
- Federal tax credit. Tennessee is one of 27 states that opted into the federal scholarship tax credit, which lets donors earn a credit starting January 1, 2027 (IRS, IR-2026-76, June 8, 2026).
For Tennessee charter schools, the message that competes best is the one private schools can't make: tuition-free, with no scholarship application and no waitlist for the money.

By October. Large Nashville networks such as Valor Collegiate are already taking 2027-28 applications, and KIPP Nashville holds its lottery in February. A school that starts after the holidays is starting behind them.
