Method note. The FY 2025 figures are average daily membership, which counts students by days enrolled. The 2017-18 figure is an enrollment count. They are measured differently, so the change between them shows direction, not an exact growth rate.
What this means for enrollment marketing. In Arizona, one in five public school students already attends a charter. A new family is choosing among district schools, several charters, and an ESA-funded private school or homeschool option. Phoenix is the largest charter market in the state, with about a quarter of all charter students in ADE's 2017-18 data.

Arizona charters receive more than districts through the formula, and less once every source is counted, because districts can also draw on local property taxes, bonds, and overrides.
What is a submitted application worth to an Arizona charter school?
Taylor Wiz measures what we control: the cost of a submitted application. You know your own yield, meaning the share of submitted applications that become enrolled, attending students. Divide our number by your yield and you have your marketing cost per enrolled student.

Method. Total Meta ad spend divided by applications marked submitted in our CRM, counted only in months with at least $300 in ad spend. All 20 accounts are charter schools in more than one state. The full method is on Cost Per Enrolled Student.
When do Arizona charter school applications and lotteries happen?
Arizona law does not set one statewide application date. Each charter sets its own. When applications exceed capacity, the charter "shall select pupils through an equitable selection process such as a lottery," with preference for returning students and siblings (A.R.S. 15-184).

What this means for your calendar.
- The largest networks recruit in November and December. A school that starts advertising in January is starting after the biggest application window has closed.
- ESA applications run year-round. Private school recruiting in Arizona never pauses, so charter inquiry follow-up can't either.
- Seats open after the lottery. Families decline offers and waitlists move through summer.
Who authorizes Arizona charter schools, and what can charters say in their advertising?
The authorizers. An Arizona charter can be sponsored by "the state board of education, the state board for charter schools, a university under the jurisdiction of the Arizona board of regents, a community college district or a group of community college districts" (A.R.S. 15-183). The State Board for Charter Schools oversees most of them.
What your ads must match:
- Open admission. A charter "shall enroll all eligible pupils who submit a timely application" unless it is over capacity (A.R.S. 15-184). Ads should say "apply," not "reserve your spot."
- No selective admission. A charter "shall not limit admission based on ethnicity, national origin, gender, income level, disabling condition, proficiency in the English language or athletic ability" (A.R.S. 15-184).
- Your actual preferences. Arizona allows preference for returning students, siblings, children of employees and board members, foster youth, and children of military families (A.R.S. 15-184). Mention a preference only if your school uses it.
- No election messaging. A person acting for a school may not use "charter school resources" to influence an election (A.R.S. 15-511). Keep enrollment ads away from ballot measures and candidates.
Whether a specific campaign is an appropriate use of public funds is a question for your governing board, counsel, and auditor.
How do ESAs affect Arizona charter schools?
Arizona's Empowerment Scholarship Account program is open to every K-12 student.
- Size. 99,709 students held an ESA at the end of FY 2026. About 7 in 10 (70,613) qualified under universal eligibility (Arizona Department of Education, FY 2026 Q4 report, August 31, 2026).
- Where new students come from. Of universal-eligibility students in grades 1 to 12 who joined in FY 2026, 59.5% attended a public school immediately before (same report). That is the pool charters recruit from.
- Money. Annualized ESA funding reached about $1.09 billion, with most awards between $7,000 and $9,000 (same report).
- What charter leaders expect. In an American Enterprise Institute survey of charter leaders in Arizona, Florida, and Utah, 58% of Arizona respondents expected ESAs to reduce their enrollment (as summarized by the Fordham Institute).
- Federal tax credit. Arizona is not among the 27 states that opted into the federal scholarship tax credit starting January 1, 2027 (IRS, IR-2026-76, June 8, 2026).
