Charter School Marketing in Utah: Growth, Lotteries, and the Enrollment Math

Utah has 148 charter schools serving 85,204 students, about 13.0% of the state's public school students (Utah State Board of Education, October 1, 2025). Charter enrollment has grown every year since 2021 while district enrollment has fallen. USBE projects 88,681 charter students for October 2026. That is a projection, not a count.

Method note. Counts are October 1 headcounts from USBE's school-by-school and LEA files. USBE's state row lists 85,204 charter students, and the school and LEA rows add to 85,268, because USBE counts a student enrolled part-time in two schools in both. The share uses the state row. Shares for 2021 to 2024 use the state totals in USBE's LEA file.

What this means for enrollment marketing. Utah's public enrollment is shrinking, and charters are taking a larger piece of a smaller group. Nearly one in five kindergartners is in a charter, so the families you are competing for are choosing a first school. A family gets a seat at your school only when it picks you over the district school, the next charter, a private school, or home-based learning.

How much funding does a Utah charter school receive per student?

The value of one weighted pupil unit (WPU) is $4,870 for FY 2026-27, up from $4,674. That is an increase of $196, or 4.2% (USBE 2026 Legislative Summary). The WPU is Utah's base funding unit. A student's weight and add-ons change how many units a school receives, so $4,870 is not a total per student.

The FY 2027 budget also lists $336,367,000 for Charter School Local Replacement, up 8.7% from $309,352,300 (House Bill 1, 2026 General Session; USBE summary).

What is a submitted application worth to a Utah charter school?

Taylor Wiz measures what we control: the cost of a submitted application. You know your own yield, meaning the share of submitted applications that become enrolled, attending students. Divide our number by your yield and you have your marketing cost per enrolled student.

What this table does not include. Student weights and add-on funding, other state and local dollars, staff time, open houses, and printed materials. It is ad spend against one WPU only, and a student's total funding differs from one WPU.

Method. Total Meta ad spend divided by applications marked submitted in our CRM, counted only in months with at least $300 in ad spend. All 20 accounts are charter schools in other states. The full method is on Cost Per Enrolled Student.

When do Utah charter school applications and lotteries happen?

State law sets the lottery rule, and each school sets its own dates. Under Utah Code 53G-6-502, a charter school enrolls eligible students who apply on time unless applications exceed capacity, and then it "shall select students on a random basis." State board rule R277-551-5 requires each charter school website to publish its application timeline and the number of new students it will admit.

What this means for your calendar.

  1. Plan backward from your own window. In this example, applications closed in mid-February, so the weeks from October to January carry the most weight.
  2. Do not wait for the window to open. Families compare schools before they apply.
  3. Seats open after the lottery. Declined offers and late moves open seats through spring and summer. Inquiry follow-up does not stop when notices go out.

What does Utah law require of charter school admissions and advertising?

What your ads must match (Utah Code 53G-6-502):

  1. Enroll eligible applicants. A charter school enrolls an eligible student who applies on time, unless applicants exceed capacity. Ads should invite families to apply.
  2. A random lottery. When applicants exceed capacity, the school selects students on a random basis, except where a listed preference applies.
  3. Your actual preferences. The statute allows preferences for children of people who helped develop the school, children of governing board members, siblings of current or former students, children of employees, children of military families, and students within a two-mile radius when their school of residence is at capacity. A 2026 law, Senate Bill 131 (effective July 1, 2026), adds students who live within the political subdivision that contains the charter. Mention a preference only if your school uses it.
  4. A weighted lottery, only if you use it. A school may weight its lottery to give a slightly better chance of admission to certain educationally disadvantaged students, including low-income students, students with disabilities, and homeless students. Describe it as your school's policy, not as a guarantee.
  5. Publish your timeline. R277-551-5 requires the website to show the application timeline and the number of new students to be admitted.

We did not find a Utah rule that names charter advertising either way, in the statute or the state board rule we read. We did not read Utah Code 53G-6-503, which governs timelines. Whether a specific campaign is an appropriate use of public funds is a question for your governing board, counsel, and auditor.

How do Utah Fits All and the federal tax credit affect Utah charter schools?

  1. Utah Fits All, the state scholarship. Annual amounts are $8,000 for private school students, $4,000 for home-based students ages 5 to 11, and $6,000 for home-based students ages 12 to 18 (Deseret News, February 17, 2026). The 2026-27 application window for new students ran April 1 to May 1, 2026.
  2. The program is in court. A district judge ruled it unconstitutional in April 2025, and it continues until the Utah Supreme Court rules. As of October 8, 2026, we found no decision.
  3. Utah is on the IRS federal scholarship tax credit list. The IRS published the list on June 8, 2026 (IR-2026-76), and taxpayers can claim up to $1,700 for contributions to a scholarship granting organization in a participating state.

For Utah charter schools, the message that competes best is the one private schools can't make: tuition-free, with no scholarship application required.
