Method note. Counts come from IDOE's corporation enrollment files, which are fall counts of students in kindergarten through grade 12. IDOE's enrollment files do not flag charters, so we count every corporation that IDOE's March 2026 school directory lists as a charter corporation. Seventeen corporations that were open in 2020-21 are not in that directory, so earlier years are slightly undercounted. Including Pre-K and adult students, IDOE's total for charter corporations is 56,675 of 1,028,466 students, or 5.5%. Of 136 charter corporations, 132 appear in the enrollment file. Marion County is the county in each corporation's directory address.
What this means for enrollment marketing. Indiana charters are growing in a shrinking public system, and the biggest share is in high school. Most charters are small, and most are in Indianapolis, where families can choose among many schools. A family gets a seat at your school only when it picks you over the district school, the next charter, a private school, or a voucher.
How is an Indiana charter school funded?
We did not find a verified current per-student funding figure, so this page does not state one. Indiana charter funding depends on your authorizer, your county, and your students, so read your own funding statement.
What we can say is that funding follows enrolled students, so every family that applies and does not choose another school is revenue you plan around. The next section puts a submitted application in dollars of ad spend.
What is a submitted application worth to an Indiana charter school?
Taylor Wiz measures what we control: the cost of a submitted application. You know your own yield, meaning the share of submitted applications that become enrolled, attending students. Divide our number by your yield and you have your marketing cost per enrolled student.

What this table does not include. Staff time, open houses, printed materials, and any cost other than Meta ad spend.
Method. Total Meta ad spend divided by applications marked submitted in our CRM, counted only in months with at least $300 in ad spend. All 20 accounts are charter schools in other states. The full method is on Cost Per Enrolled Student.
When do Indiana charter school applications and lotteries happen?
State law sets the lottery rule, and each school sets its own dates. The Indiana Charter School Board says most schools start taking enrollment inquiries in December for the following school year, and families apply to each school directly. We did not find a statewide application deadline.
In Indianapolis, the shared system is changing for 2027-28. Indianapolis Public Schools (IPS) is leaving Enroll Indy, the shared enrollment site used by IPS and most charter schools in Center Township, for its own system, covering IPS-managed and non-charter Innovation Network schools (Chalkbeat, September 11, 2026). The Enroll Indy lottery for 2027-28 opens November 5. IPS's board declined to reverse the decision on September 24, 2026. Families will no longer be able to review and enroll in most IPS and charter schools on one platform.
What this means for your calendar.
- Plan backward from your own window. If inquiries open in December, the weeks from October to December carry the most weight.
- In Indianapolis, tell families where to apply. With two systems, a family can apply in one place and miss you. Your ads and website should name the exact application path.
- Do not wait for the window to open. Families compare schools before they apply.
- Seats open after the lottery. Declined offers and late moves open seats through spring and summer. Inquiry follow-up does not stop when notices go out.
What does Indiana law require of charter school admissions and advertising?
What your ads must match (Indiana Code 20-24-5-5):
- A random drawing when applications exceed seats. The school holds it in a public meeting, and each timely applicant has an equal chance. Ads should invite families to apply.
- Your actual preferences. The statute allows preferences for returning students, siblings of current students and alumni, children of founders, board members, and employees (never more than 10% of the school), certain preschool graduates, students from a closed charter school, and, with authorizer approval, students who qualify for free or reduced-price lunch and students from a co-located charter school. Mention a preference only if your school uses it.
- Equal chance means no side doors. Do not promise a seat or imply that applying early or following up improves lottery odds, unless a listed preference applies.
We did not find an Indiana rule that names charter advertising either way. Whether a specific campaign is an appropriate use of public funds is a question for your governing board, counsel, auditor, and authorizer.
How do vouchers and the federal tax credit affect Indiana charter schools?
- The Indiana Choice Scholarship is now open to all families. About 80,000 students used it in 2025-26, and the state awarded $548 million (Chalkbeat, September 17, 2026). A 2025 law removed the income limits starting in July 2026.
- Indiana is on the IRS federal scholarship tax credit list. The governor opted in (Indiana Capital Chronicle, January 22, 2026). The IRS published the list on June 8, 2026 (IR-2026-76), and taxpayers can claim up to $1,700 for contributions to a scholarship granting organization in a participating state.
For Indiana charter schools, the message that competes best is the one private schools can't make: tuition-free, with no scholarship application required.
