Who runs New York City's charter schools?

Mostly independent schools and small networks. Of NYC's 286 charter schools in 2025-26, 188 are independent, replicators of a single school, or part of a network of 5 or fewer schools (calculated from the NYC Charter School Center's figures).

An independent or small-network charter competes with them for the same families, often with no marketing staff. How the money works:

  1. The district pays the charter. Each student's home school district pays the charter school basic tuition set by NYSED under Education Law § 2856.
  2. The rate follows district spending. It is calculated from the prior year's rate and the district's growth in approved operating expense (NYSED).
  3. Other funds come on top, including federal Title I and special education funding. Basic tuition alone is the figure used below.

What is a submitted application worth to a New York charter school?

Taylor Wiz measures what we control: the cost of a submitted application. You know your own yield, meaning the share of submitted applications that become enrolled, attending students. Divide our number by your yield and you have your marketing cost per enrolled student.

Method. Total Meta ad spend divided by applications marked submitted in our CRM, counted only in months with at least $300 in ad spend. All 20 accounts are charter schools in more than one state. The full method is on Cost Per Enrolled Student.

When do New York charter school applications and lotteries happen?

Everything builds to April 1. State law requires a charter school to enroll each eligible student who submits a timely application by April 1, unless applications exceed the seats in a grade or building. Then the school holds a lottery, which NYSED says should be held as soon as practicable after April 1 (Education Law § 2854(2)(b); NYSED enrollment policy guidance, May 2025).

What families see on the calendar:

  1. October 1: the NYC Charter School Center's Common Online Charter School Application opens. Families can apply to many charters at once through June 30 (NYC Charter School Center).
  2. April 1: most schools' application deadline for the next school year. Families can still apply after April 1, but those applications go behind the timely ones (NYC Charter School Center).
  3. April: lotteries, then offers. Students not selected go on a waitlist.

What this means for your calendar.

  1. October through March is the whole season. Applications open October 1, and the deadline that matters is April 1. A school that starts advertising in January has three months, not six.
  2. The weeks before April 1 carry the most weight. Every inquiry that has not applied should hear from your school before the deadline.
  3. Seats open after the lottery. Families decline offers and move. Work the waitlist and keep answering inquiries.

Who authorizes New York charter schools, and what can charters say in their advertising?

The authorizers. Under Education Law § 2851, a New York charter is granted by the Board of Regents, the State University of New York Board of Trustees, or, for certain schools, a local board of education.

What your ads must match:

  1. Returning students, district residents, and siblings get preference. If applications exceed seats, the lottery gives preference to returning students, students who live in the school's district, and siblings of enrolled students (Education Law § 2854(2)(b)).
  2. In NYC, "district" means your community school district. The residency preference applies to the community school district where the school is located (Education Law § 2854(2)(b); NYC Charter School Center). Most of your ad budget belongs there.
  3. Optional preferences have limits. Schools may also give preference to children of staff, capped at 15% of enrollment, and to students who are academically at risk, including English language learners and students with disabilities (NYC Charter School Center).
  4. One application form, in the community's languages. Applications use a uniform form created by NYSED and must be available in the languages predominantly spoken in the community (Education Law § 2854(2)(b)).
  5. Tuition-free. New York charter schools are public schools; families pay no tuition. That is a message private schools can't match.

Whether a specific campaign is an appropriate use of public funds is a question for your board, counsel, and auditor.

What do New York charter schools compete with?

  1. District schools, including specialized and screened programs in New York City.
  2. Other charters, including large networks that recruit across the city.
  3. Private and parochial schools, without state-funded scholarships. New York has no state voucher or education savings account program. Governor Hochul said in May 2026 that she intends to opt New York into the federal scholarship tax credit, which starts January 1, 2027; as of September 2026, the decision was not final (Chalkbeat, May 8, 2026; City & State, September 2026).

For New York charter schools, the competition is local and crowded. A family in your community school district may be choosing among several charters within walking distance.
