Method note. Counts are October headcounts from CDE. CDE publishes the charter count and charter enrollment for 2025-26 only, so this page does not show a charter trend. The Charter School Institute figures are from the same CDE system, and districts authorize the remaining charters.

What this means for enrollment marketing. One in six Colorado public school students is already in a charter, and the overall pool is shrinking. A school gains a student only when a family chooses it over the district school, another charter, a private school, or online school, so being seen early and answering fast decides who gets the seat.

How much funding does a Colorado charter school receive per student?

The statewide average is $12,325 per student in FY 2026-27, up from $11,876 in FY 2025-26, an increase of $449, or 3.8% (Colorado Legislative Council, Financing Public Schools for FY 2026-27, September 3, 2026). This is an average across all students in the state. Your school's amount depends on your chartering district.

The average has risen 52% since 2020-21 (calculated). CDE's snapshot lists 2025-26 as not available, so the last two years come from the Legislative Council.

How the money works:

  1. The charter gets the district's per pupil revenue. Colorado law says the charter school "shall receive one hundred percent of the district per pupil revenues for each pupil enrolled in the charter school who is not an online pupil" (C.R.S. 22-30.5-112).
  2. The district may keep a share for services. The chartering district may retain "the actual amount of the charter school's per pupil share of the central administrative overhead costs for services actually provided," up to five percent (C.R.S. 22-30.5-112). Illustration only: at the statewide average, a 5% hold would leave $11,709 per student ($12,325 times 0.95, calculated).
  3. A floor for FY 2026-27. "For FY 2026-27 only, charter schools receive at least their actual FY 2025-26 funding, plus one percent" (Colorado Legislative Council).
  4. Funding is negotiated by contract, so read your charter contract for the actual terms.

What is a submitted application worth to a Colorado charter school?

Taylor Wiz measures what we control: the cost of a submitted application. You know your own yield, meaning the share of submitted applications that become enrolled, attending students. Divide our number by your yield and you have your marketing cost per enrolled student.

Over more than one year. A student who stays four years brings about $49,300 at the FY 2026-27 statewide average ($12,325 times 4, calculated), before any district hold. Use your own district's rate and your own re-enrollment data.

What this table does not include. Staff time, open houses, and printed materials. It is ad spend against the statewide average only. Your district's per pupil revenue will differ.

When do Colorado charter school applications happen?

Colorado has no single statewide application date. State law tells every district to "adopt such policies and procedures as are reasonable and necessary," including "timelines for application to and acceptance in any program or school" (C.R.S. 22-36-101). Each district and each charter sets its own.

What this means for your calendar.

  1. Plan backward from your own window. If families apply by mid-January, the weeks from October to December carry the most weight.
  2. Do not wait for the window to open. Families rank schools before the application opens.
  3. Seats open after placement. Families decline offers and waitlists move through spring and summer. Inquiry follow-up does not stop when results go out.

Who authorizes Colorado charter schools, and what can charters say in their advertising?

The authorizer. A charter is approved by the local school district or by the Colorado Charter School Institute, the state authorizer. 45 authorizers operate charters in Colorado, counting the Institute (CDE, 2025-26).

What your ads must match:

  1. Open to every child in the district. "Enrollment in a charter school must be open to any child who resides within the school district" (C.R.S. 22-30.5-104). Ads should invite families to apply.
  2. No discrimination. A charter is subject to laws that prohibit discrimination on the basis of disability, race, creed, color, sex, sexual orientation, gender identity, gender expression, national origin, religion, ancestry, or need for special education services (C.R.S. 22-30.5-104).
  3. Your own enrollment policy. "Enrollment decisions shall be made in a nondiscriminatory manner specified by the charter school applicant in the charter school application" (C.R.S. 22-30.5-104). Mention a preference or a lottery only if your charter's policy uses it.
  4. A preference for children with disabilities is allowed if the local board approves a plan (C.R.S. 22-30.5-104).
  5. Tuition-free. "A charter school shall not charge tuition," with limited exceptions in other statutes (C.R.S. 22-30.5-104). That is a message private schools can't match.
  6. Public and nonsectarian. A charter "shall be a public, nonsectarian, nonreligious, non-home-based school" (C.R.S. 22-30.5-104).

We did not find a Colorado statute that names charter advertising either way. Whether a specific campaign is an appropriate use of public funds is a question for your governing board, counsel, and auditor.

How do private school scholarships affect Colorado charter schools?

The change that matters in 2026 is the federal scholarship tax credit.

  1. Colorado opted in. Governor Jared Polis announced Colorado's participation in the federal scholarship tax credit on January 29, 2026 (Colorado Public Radio).
  2. Colorado is on the IRS list. The IRS published a list of 27 participating states on June 8, 2026 that includes Colorado (IRS, IR-2026-76).
  3. Credits start in 2027. Donors can earn the federal credit for gifts to scholarship granting organizations starting in 2027, after Treasury finishes its rules (Colorado Public Radio).

For Colorado charter schools, the message that competes best is the one private schools can't make: tuition-free, with no scholarship application required.
